TO: ALL INSURERS WRITING PERSONAL PRIVATE PASSENGER AUTOMOBILE INSURANCE POLICIES IN NEW YORK
RE: SECTION 3425 REPORT IN RELATION TO NEWLY ISSUED POLICIES AND NON RENEWALS
By Circular Letter No. 4 (1986), all licensed insurers writing personal private passenger automobile insurance in New York, excluding assigned risk policies, were required to. file certain quarterly statistical reports relative to rating territories, primary driver classifications, new insureds and non-renewed insureds. These quarterly reports were necessary to facilitate preparation of a statutory statistical analysis by the Department to the New York State Legislature concerning the operation of certain aspects of Section 3425. This statistical analysis was submitted to the Legislature on March 15, 1987, and is available for review at the Department.
Effective immediately, in accordance with Section 3425 (1)(1), quarterly reports shall no longer be filed. Instead, the statistical analysis, cumulative for the calendar year 1987, shall be filed with this Department by March 1, 1988. Annual filings are to be made thereafter by the March 1st date.
