RE: SYSTEMATIC MAP CESSATION

Since it began operations in September 1986, the Police Professional Market Assistance Program (PPMAP) has successfully assisted 40 local police forces and sheriff's departments in New York State in securing police professional liability coverage.

The market for this coverage has improved and the coverage is now available in the voluntary market. No-new risks have been underwritten in the PPMAP since. April 1990 and there are currently no risks insured in the PPMAP As MAP mechanisms are designed to be temporary features, not permanent. fixtures of the insurance landscape of this State, the PPMAP will cease operations effective immediately.

Under Department auspices, the American Home Assurance Company acted as the servicing carrier of the PPMAP. The following insurers participated as reinsurers of the PPMAP:

Liberty Mutual

Aetna Life. & Cas.

AIG

American Transit

Amerisure Cos.

Atlantic Companies

Chubb Group

CIGNA

Commercial Union

Continental Cos.

Crum & Forster

Electric Mutual

Fireman's Fund

Frontier Ins. Co.

General Accident

Greater New York Mut. Ins. Co.

Maryland Casualty Co.

Royal Insurance

Travelers Ins.

U.S.F.& G.

Utica Mutual

The participation of all of the above contributed to the success of this MAP and is appreciated. Evidence of the successful operation of the PPMAP may be seen in the 45.1% loss ratio for the program from inception to date.

If any public entity experiences difficulty in obtaining coverage in the voluntary market, its representatives may contact:
